Director

The Riley County Law Enforcement Agency (Law Board) is seeking a highly qualified law enforcement professional to serve as the next Director of the Riley County Police Department.

The Riley County Police Department is a consolidated law enforcement agency located in Manhattan, Kansas. Manhattan, Kansas is a diverse and growing community located in the heart of the Flint Hills. It is home to Kansas State University and located near the Fort Riley Army installation. The Department is nationally accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA) which ensures high professional standards and promotes community advocacy.  RCPD serves approximately 74,000 residents of Riley County and is authorized 110 police officers, 51 corrections officers, 24 dispatchers, and 38 professional staff.

Minimum Requirements include: US Citizen; Meet criteria for Kansas law enforcement certification in the State of Kansas; Bachelor degree from an accredited college or university from one of six regional accreditation agencies recognized by the Council for Higher Education Accreditation; Minimum five years’ experience in the area of police administration at the command level; Capable of being bonded for not less than $10,000.00 upon appointment to the position; Commit to establishing residency within Riley County.

General Description
The Director of the Riley County Police Department provides direct and functional supervision over sworn and non-sworn supervisors.

The Director is the chief executive officer of Riley County Police Department. The RCPD is a consolidated Law Enforcement agency, and the director is responsible for all law enforcement operations, including patrol, investigations, and corrections (jail). This position is appointed by the Riley County Law Enforcement Agency (Law Board) and includes a written contract between incumbent and the Board. Terms of the written contract supersedes the written job description when the contract and job description conflict. Under the general direction of the Law Board, the incumbent performs a variety of complex duties including managing all operations of the agency, defining the agency’s mission, and providing vision by which the agency will achieve its mission. Assures public and internal accountability for the efficient, effective and safe use of the resources allocated to the agency, delivery of expected service, and the technical competencies of the agency’s members. Duties are primarily administrative and policy making in nature and include: Control and oversight of agency activities; Determination of agency procedures; Planning of agency work priorities and goals; Establishing and monitoring agency budget; Implementation of programs and the training; Assignment and general supervision of all agency personnel. Major responsibilities require a high level of conceptual thinking, problem-solving, and decision-making abilities with consistent attention to the agency’s mission, and to include collaboration with community stakeholders. Self-initiative as well as the ability and willingness to work a majority of time without direct supervision is required. Personal conduct (on-duty as well as off-duty) must be such that it does not bring disrepute or unnecessarily endanger the public’s trust or confidence in the agency or its members. The director shall reside in the county of Riley.
