THE CITY OF ROGERS, ARKANSAS IS SEEKING A

CHIEF OF POLICE

The Rogers Police Department, a three time nationally accredited law enforcement agency located in Northwest Arkansas, serves a population of nearly 70,000 located within 39 square miles. The City is seeking a visionary, authentic and team-oriented local law enforcement leader to both continue and advance the Department’s commitment to law enforcement and public service excellence.     

Rogers operates under a mayor-city council form of government with a 30-year history of stable governance. The current Mayor has served since 2011 with mayoral elections coinciding with the United States presidential election. Elected city-wide, the Mayor serves as the Chief Executive Officer of the city and is responsible for all city operations that includes 533 full time positions supported by a total annual operating budget of $51.7 million.  The Mayor is also responsible for appointing all department directors, with the Police Chief requiring the advice and consent of the Public Safety Committee of the City Council. The Rogers City Council consists of eight members, with two elected from each of the City’s four wards. 

The Rogers Police Department is staffed with 120 sworn/officer Civil Service positions, and 47 civilian employees that are supported by an operating budget of approximately $13 million. The department has $1.3 million remaining on a 2018 bond issue that is earmarked for HVAC upgrades and other improvements. The Chief has three direct command reports at the rank of Captain with 87 years of combined service in the department. Other direct reports include an Executive Assistant, a Professional Standards/IA position (Sergeant), and the Department’s Public Information Officer. The new Chief will be responsible for overseeing and managing all activities and operations of the City of Rogers Police Department. Top priorities will entail quickly learning about the community and establishing relationships with the City’s civic, business and neighborhood leaders, working closely with other law enforcement agencies within the region and at the state and federal level, and collaborating and working with other City departments. The selected candidate will need to continue RPD’s current emphasis on community engagement at all levels of the organization.  

The successful candidate should possess broad knowledge and competency associated with the completion of a Bachelors’ degree in such fields as accounting, marketing, business administration, finance, or law enforcement, etc., plus 9 to 10 years law enforcement experience, with at least five years in a supervisory capacity in upper management. To be considered, candidates will need to exhibit in-depth knowledge of municipal law enforcement, be forward-thinking, and possess the experience and confidence to effectively address and speak to issues of diversity and social equity. The selected candidate should be experienced with and knowledgeable about community-oriented policing and have a strong record of encouraging and supporting employee development.  

The position will start at not less than $117,000 with a final market competitive salary to be dependent on the experience and qualifications of the selected individual. A department vehicle is provided, and the City expects to provide a reasonable lump sum payment for relocation expenses as necessary. Other benefits include employer contributions toward health, life, and disability insurance; and the City participates in the Arkansas Local Police and Fire Retirement System (LOPFI) with a 10-year vesting requirement.
