Ideal Candidate
The Georgia Association of Chiefs of Police -GACP is seeking a talented professional Executive Director to take the Association to the next level of service.

The Executive Director is the Chief Executive Officer in charge of the operation of the Association. The Executive Director is responsible for and empowered to conduct the business of the Association, in accordance with policies and regulations established and directed by the Executive Board. The Executive Director must be able to travel within the state to fulfill duties of the position. Limited out of state travel is also required.

The GACP seeks a strong and ethical Executive Director who is a dedicated team player and can quickly gain the confidence of the Association membership. The Executive Director must possess the ability to build trust through the development of partnerships and use of proven engagement and collaboration skills and abilities.

The ideal candidate will demonstrate the ability to embrace change and help guide the Association through important challenges. The successful candidate will be expected to articulate a vision of excellence, establish credibility and consistency in delivery of services to the members of the Association, motivate others to embrace cultural diversity, as well as provide creative problem solving in response to challenges and issues. Exceptional interpersonal skills and the ability to motivate staff are important attributes.

The Executive Director should demonstrate an approachable personality that exercises patience while engaging members that have great interest in and high expectations of their Association.
History of Georgia Association of Chiefs of Police (GACP)

Incorporated in 1962, the GACP has grown in membership, influence and professionalism to become one of the most respected law enforcement associations in the state. It is the largest professional association for law enforcement administrators in Georgia, and one of the largest in the country.

The Association’s goals are to promote cooperative, professional relationships throughout the state, to evaluate the standards of police institutions and the profession, to offer quality training and continuing education for administrators, and to provide opportunities for police executives to exchange information and experiences.

Based in Atlanta, Georgia, the GACP is managed by a governing board consisting of seven officers and 22 district representatives representing all areas of the state.

MISSION STATEMENT

The Georgia Association of Chiefs of Police is dedicated to providing police services in the State of Georgia that are aimed at achieving more effective and efficient crime control, reduced fear of crime, improved quality of life, and improved police legitimacy, through a proactive reliance on community resources that seeks to minimize crime-causing conditions.

GACP strives to ensure that all our citizens are served in a professional, ethical and equitable manner that respects individuals, protects our democratic ideals and system of government, pursues greater accountability of police, greater public share in decision-making, and greater concern for civil rights and liberties.

GACP promotes the ideals of partnering between public and private law enforcement agencies, social service agencies and public and private groups. GACP aspires to increase the levels of police professionalism, improve the level of training, and enhance educational credentials and professional development for law enforcement executives.
Duties and Responsibilities

The Executive Director is responsible to fully inform the President and the Executive Board on the conditions and operations of the Association. Attends all meetings of the Executive Board and is responsible for planning and coordinating all Executive Board meetings.

Plans and coordinates programs and activities of the Association to assure that objectives are obtained and members’ needs are met.

Develops and supervises an effective program of membership development and membership services.

Manages the finances of the Association, including the preparation of an annual budget and long-range forecasts of needs. Oversees the development and implementation of income enhancement programs, as approved by the Executive Board.

Develops and maintains a publication program which is responsive to the needs of the membership.

Develops and coordinates an education program to advance the professional/ technical/managerial skills of the membership.

Organizes and conducts annual and semi-annual conferences which include programs, exhibits and other events consistent with the objectives of the Association.

Coordinates research necessary to the Association and inform the Executive Board, elected officials and the membership as appropriate.

Maintains effective internal and external public relations and serves as spokesperson for the Association when directed by the President.

Maintains an effective government affairs program to represent the interests of the Association membership to legislative bodies, government agencies and other professional associations as appropriate.

Ensures the legal and professional integrity of the Association and provides periodic reports to the Executive Board along with recommendations.

Monitors and assists committees of the board and the elected officers of the Association.

Duties and Responsibilities

The Executive Director, under the direction of the Board, recruits, hires, and trains staff and administers an effective personnel program which includes position description, performance standards, performance appraisals and a compensation program.

Establishes the organizational structure and administrative policies and procedures for the GACP office. Executes all decisions of the Executive Board except when other assignments are specifically made by the Executive Board.

Responsible for collecting all dues and monies due the Association. Maintains the financial records that will be subject to annual audit review. Ensures that all funds and other property of the Association are properly safeguarded and administered.

Challenges and Opportunities

In order to meet the expectations of the Executive Board and Association members, the new Executive Director will need to be responsive to the following:

Create a collaborative culture that encourages and respects input from all members of the Association concerning GACP business and issues relating to professional law enforcement practices and principles.

Develop and nurture professional relationships with chiefs statewide and other organizations that share the Associations vision for the betterment of the law enforcement profession in Georgia.

Demonstrate an openness to change and promotion of law enforcement best practices.

Develop an effective working relationship with General Assembly legislators to share GACP’s message and view of pending legislation.

Maintain the financial stability of the Association to ensure future revenues meet critical needs of GACP.

Create an outreach program that includes regular visits to law enforcement agencies throughout the state.

Challenges and Opportunities

Establish supportive working relationships with other Georgia law enforcement associations such as the Georgia Sheriff’s Association.

Develop effective and accessible training opportunities that utilize current and emerging technologies.

Provide professional leadership to staff that recognizes their value to the Association while holding staff accountable for performance standards and continued professional development. Establish operational practices that enhance staff morale and rewards excellent performance.

Minimum Qualifications

Bachelor’s Degree from an accredited college or university in business or public administration, law enforcement, police administration, criminal justice, political science or related field. Master’s degree preferred;

Five (5) years of senior management/command staff experience in directing, coordinating, supervising, and overseeing the work of personnel in an agency with similar complexity as GACP, or any equivalent combination of education, experience and training that meet qualifications; and must possess a valid driver’s license.

Graduate of the FBI Academy; Southern Police Institute’s Administrative Officers Program or Command Officer Development Program desired, but not required; comparable specialized police leadership/management training in ethics, integrity, emergency management, cultural/generational diversity, problem solving and community policing will also be considered.

Compensation and Benefits

Salary for this position depending on qualifications (DOQ) of the selected candidate is expected to be in the range of $125,000 - $175,000 with a comprehensive benefits package including health, dental, and vision insurance, 401K retirement options, paid time off, take home vehicle and negotiable relocation expenses.
