This position is located in the Metropolitan Police Department (MPD), Professional Development Bureau (PDB), responsible for supporting the day-to-day operations of the following offices: 

  • Administrative Office, PDB: The Administrative Office, PDB is responsible for providing command, operational and administrative support for the bureau.
  • Human Resource Management Division: The Human Resource Management Division (HRMD) is responsible for providing the department with timely and effective personnel services to include developing and administering human resource programs for the department.
  • Metropolitan Police Academy: The Metropolitan Police Academy Division (MPA) is responsible for providing training to MPD recruits and MPD-sworn personnel to create a capable, knowledgeable, and professional staff.
  • Recruiting Division: The Recruiting Division is responsible for conducting outreach to recruit a diverse and highly qualified workforce, and conducts comprehensive examination and background screening on all prospective applicants.
  • Disciplinary Review Division: The Disciplinary Review Division is responsible for the administration of discipline for both sworn and civilian members of the department.

This incumbent will be responsible for the following:

The incumbent serves as the Director and is responsible for directing day-to-day operations of various programs and functions of the Professional Development Bureau. 

Specifically, the incumbent:

  • Provides efficient and effective management of the department’s PDB services under the general guidance of the Executive Director, PDB.  
  • Prepares and maintains budget responsibility for PDB; reviews special projects for major expenditures to be presented for procurement.  
  • Analyzes and coordinates bureau assignments for the effective utilization of personnel in meeting program demands.
  • Provides on-the-spot authoritative information to the Executive Director and senior management.
  • Designs implementation and monitoring strategies to ensure new programs and initiatives are established and operates according to laws and policies.
  • Identifies and directs the development of departmental policies and procedures.
  • Participates in senior-level staff meetings to discuss ongoing and anticipated projects, initiatives and research.
  • Meets with and briefs the Executive Director and departmental executive management on the progress of new and on-going initiatives.
  • Coordinates and resolves issues with other department personnel, divisions and branches.
  • In an official capacity, attends and/or represents the Executive Director at conferences and meetings.
  • Evaluates staff, interviews and selects candidates, recommend promotions, awards; and performs all personnel management tasks related to subordinate personnel.
  • Identifies policy and programmatic impacts of legislative requirements, as well as Mayoral and the Chief of Police operational priorities.
  • Directs business process re-engineering to improve the effectiveness and efficiency of department operations.
  • Performs other related duties as assigned. 

 

Licensures, Certifications and other requirements:
  • Must possess and maintain a valid driver’s license. 

Education:

  • Bachelor’s Degree required. Master's Degree in business administration, finance, public administration, or a related field are strongly preferred.

 

Work Experience:

  • Applicants must have at least one (1) year of specialized experience equivalent to at least the MS-14 grade level, or its non-District equivalent, gained from public or private sector. Examples of specialized experience for this position include experience managing operations of a division or branch of a governmental agency or equivalent private/public organization; working and collaborating successfully with senior officials including the ability to work with a wide variety of people and gain buy-in at cross-organizational levels towards a common goal; attracting and retaining a high achieving diverse staff, providing an inclusive work environment and fostering organizational integrity and teamwork; demonstrated knowledge and technical expertise of law enforcement programs, processes, methods, practices, procedures and interrelationships used to develop and implement these programs and demonstrated knowledge of laws, regulations, executive orders, policies, directives and procedures governing public safety and justice.

 

Work Environment:

  • Work location is in an office environment.  Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

 

Other Significant Factors:

  • This position operated within the confines of a 24/7 operation. Incumbent of this position is required to provide after-hours on call technical support including weekends and holidays. Incumbent may also be subjected to rotating shifts, weekend work and changes in days off.
  • A background investigation, to include a criminal, traffic and credit check are required for positions with the Metropolitan Police Department. The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.
  • This position is “At Will." At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
