Chief of Police and Emergency Management

 City of St. Albans, Vermont 

The City of St. Albans seeks an experienced leader with a consensus building leadership style to serve as the Chief in a community-oriented department.  The Department has over 30 employees, operates a regional dispatch center serving 30 communities, and an annual budget of $5 million.  The Department is moving into a newly renovated police station in June of 2021.  

St. Albans is the regional hub of Franklin County with 40 percent of the county’s workforce and a dense neighborhood development pattern within two square miles.  Over the last ten years, the City has completed a dramatic downtown revitalization and become a destination for both tourists and home buyers seeking a historic home near a thriving downtown.  

The City operates under a Council-Manager form of Government and the Chief reports directly to the City Manager. The next Chief must be prepared to engage the challenges facing contemporary law enforcement and remain in alignment with the City’s Police Transformation Road Map (available at www.stalbansvt.com).  Candidates must have the ability to inspire public confidence and understand the dynamics of working in a small City. 

Candidates must have proven skills in labor relations, budget preparation, and management oversight, as well as building and maintaining active community partnerships.  Bachelor's Degree in a relevant discipline, and at least ten (10) years of demonstrated law enforcement experience including five (5) years’ experience at a command level.  Candidates must possess Level III certification from the Vermont Police Academy or obtain that certification within one year of appointment.
